DEVELOPMENT ANALYSIS <br />Plan ' I1C _ Considerations <br />The location of the existing fence and the proposed fence are <br />shown on the attached Pence Relocation Plan . As noted above, a <br />variance was granted to allow the existing fence, but not <br />immediately in front of the building on the east side, on the <br />existing site, this was relatively easy to accommodate, and there <br />are two gates in the fence for the driving aisle on the east side <br />of the building. on the reconfigured site, with an additional 801, <br />i <br />to 1401 added to the east side of the let, t would be much more <br />difficult to keep the fence opening in front of the building <br />across the additional parking area and driving aisles. <br />The key reason for the fence height request is security. Midway <br />Ford (and many other car dealers) experience significant theft and <br />vandalism.- The fence provides a measure of protection* The <br />purpose of the fence height -provision in the Code is primarily to <br />soften the visual impact of a fence,. The question is how to <br />balance these two considerations, security and aesthetics* <br />The existing Midway Ford site is 6.57 acres and, , in the new <br />configuration in the proposed plat, will be 6.95 acres, an <br />increase of less than 6%9 Even though large areas of the site are <br />involved in the rearran ement, the overall increase in lot area is <br />�n g <br />slight,, For this reason, i <br />we have determined that the changes n <br />the lot do not need to meet all the design standards, which <br />ordinarily come into play when jo% of the sit s affected. <br />Nevertheless, .Midway Ford is providing internal green spaces in <br />the new parking area and overstory trees along the Snelling Avenue <br />frontage* <br />Enoineerino Considerations <br />There are a number of engineering considerations related to the <br />relocation of utilities required because of the reconfiguration of <br />the site. These are not directly related to the fence question <br />and will be addressed in the final plat process. <br />
