REQUEST FOR COUNCIL ACTION DATE : 2/08/93 ITEM NO: - r Department Approval: Manager Reviewed: Agenda Section: Deports and Recommendations Item Description: Authorization for the 1993 PIP Program In 1990, the city Council established the Park Improvement Program M (PIP)w The goals for the PIP are: I. To repair and replace any park facilities and related ameni- ties that are in need of repair because of their age and condition. 2a To bring all park facilities up to city code and to meet recognized safety standards in all city parks. 39 To insure that all pans are used to their fullest potential while protecting natural resources and open space. 4* To ,increase the esthetics of all Roseville Parks* 5a To make upgrades, enhancements and replacements without incur- ring unusual costs for rehabilitation or redevelopment. 6. To make improvements based on the most up -to -date professional standards. The PIP process is as follows I* All improvements will meet the latest appropriate safety requirements, municipal and state codes and professional standards. Staff will work with the Parks and Recreation Commission in completing and reviewing the PIP evaluation. Staff will propose redevelopment projects to be reviewed by planning staff /consultants and presented to city Council. 3. Improvements will be designed to ,meet required standards and minimize and/or reduce maintenance procedures currently re- quired. 4* The majority of the reconstruction labor w��.l be contracted allowing park maintenance staff to concentrate on regular maintenance concerns. 5. An environmental analysis will be conducted before a redevelopment proposal is completed. 6. A neighborhood meeting will be held to explain all improve- ments. 7. Standard procedures be used for drawing specifications, adver- tising for bids and awarding contracts. POLL ICY ISSUES The City previously. made a substantial investment that needs to be protected and enhanced4, PIP moneys will be spent to redevelop present park facilities rather than construct entirely new projects. Projects will be recommended by staff , reviewed and referred by the Parks and Recreation Commission and adopted by the- city Council. - Additional funding may be used from participating groups to enhance the project, pending Council approval.
