REQUEST FOR COUNCIL ACTION <br />DATE : 2/08/93 <br />ITEM NO: - r <br />Department Approval: Manager Reviewed: Agenda Section: <br />Deports and Recommendations <br />Item Description: Authorization for the 1993 PIP Program <br />In 1990, the city Council established the Park Improvement Program <br />M <br />(PIP)w The goals for the PIP are: <br />I. To repair and replace any park facilities and related ameni- <br />ties that are in need of repair because of their age and <br />condition. <br />2a To bring all park facilities up to city code and to meet <br />recognized safety standards in all city parks. <br />39 To insure that all pans are used to their fullest potential <br />while protecting natural resources and open space. <br />4* To ,increase the esthetics of all Roseville Parks* <br />5a To make upgrades, enhancements and replacements without incur- <br />ring unusual costs for rehabilitation or redevelopment. <br />6. To make improvements based on the most up -to -date professional <br />standards. <br />The PIP process is as follows <br />I* All improvements will meet the latest appropriate safety <br />requirements, municipal and state codes and professional <br />standards. <br />Staff will work with the Parks and Recreation Commission in <br />completing and reviewing the PIP evaluation. Staff will <br />propose redevelopment projects to be reviewed by planning <br />staff /consultants and presented to city Council. <br />3. Improvements will be designed to ,meet required standards and <br />minimize and/or reduce maintenance procedures currently re- <br />quired. <br />4* The majority of the reconstruction labor w��.l be contracted <br />allowing park maintenance staff to concentrate on regular <br />maintenance concerns. <br />5. An environmental analysis will be conducted before a <br />redevelopment proposal is completed. <br />6. A neighborhood meeting will be held to explain all improve- <br />ments. <br />7. Standard procedures be used for drawing specifications, adver- <br />tising for bids and awarding contracts. <br />POLL ICY ISSUES <br />The City previously. made a substantial investment that needs to be <br />protected and enhanced4, <br />PIP moneys will be spent to redevelop present park facilities rather <br />than construct entirely new projects. <br />Projects will be recommended by staff , reviewed and referred by the <br />Parks and Recreation Commission and adopted by the- city Council. <br />- <br />Additional funding may be used from participating groups to enhance <br />the project, pending Council approval. <br />
