Item Dscripticn: Ramsey county road and bridge maintenance service agreement for Co}inty Road B -2 bridge over I -3 5W Backgroundes on completion of the County Road B-2 bridge in 1987, the city entered into a maintenance agreement with Ramsey County. The agreement called for Ramsey County to perform certain maintenance tasks on the bridge. These tasks include: 1. winter road maintenance including snow plowing, snow removal, and application of salt and sand 2* Routine bridge maintenance including guard rail repair, litter and debris removal, graffiti removal if necessary, and other minor maintenance services. i The agreement has historically been for a two year period and been renewed every two years. The agreement period has now expired and Ramsey county has pro'!:� ided the city with an updated proposed two -year contract for the time period of November 1, 19 9 2 , through_ October 3 o ,, 19940 Policy objectives: This agreement has been in effect for six years. Originally, it was an attempt by the city and the county to contract maintenance services to the agency best able to provide the service. Upon review, the city maintenance personnel have investigated the actual costs to provide this service. Charges from the county are annually an estimate of time required for winter road and " bridge maintenance and snow removal. The costs are not actual cots based on time spent but estimates based on normal winter conditionsft In reviewing records for the last three years, we estimate the county has not spent anywhere near the amount actually charged us for winter road and bridge maintenance and snow removal. The city is currently responsible for maintenance of county Road B -P2 on both sides of the bridge from Cleveland Avenue on the east to Long Lake road on the west. We believe city forces can accomplish the work considerably cheaper than county personnel. A summary of this data prepared by wane Schwartz, Street Superintendent, is attached. Accordingly, we recommend the contract be continued through the winter of 1993, since the county has currently conducted several snow removal operations. Following the w A me r of - 1993, the contract should be canceled and the service provided by the city. We believe we can provide the service more cost effectively and in a shorter time frame than the county.
