Agenda Section. <br />Item Dscripticn: Ramsey county road and bridge maintenance service <br />agreement for Co}inty Road B -2 bridge over I -3 5W <br />Backgroundes on completion of the County Road B-2 bridge in 1987, the <br />city entered into a maintenance agreement with Ramsey County. The <br />agreement called for Ramsey County to perform certain maintenance tasks <br />on the bridge. These tasks include: <br />1. winter road maintenance including snow plowing, snow removal, and <br />application of salt and sand <br />2* Routine bridge maintenance including guard rail repair, litter and <br />debris removal, graffiti removal if necessary, and other minor <br />maintenance services. i <br />The agreement has historically been for a two year period and been <br />renewed every two years. The agreement period has now expired and <br />Ramsey county has pro'!:� ided the city with an updated proposed two -year <br />contract for the time period of November 1, 19 9 2 , through_ October 3 o ,, <br />19940 <br />Policy objectives: This agreement has been in effect for six years. <br />Originally, it was an attempt by the city and the county to contract <br />maintenance services to the agency best able to provide the service. <br />Upon review, the city maintenance personnel have investigated the actual <br />costs to provide this service. Charges from the county are annually an <br />estimate of time required for winter road and " bridge maintenance and <br />snow removal. The costs are not actual cots based on time spent but <br />estimates based on normal winter conditionsft <br />In reviewing records for the last three years, we estimate the county <br />has not spent anywhere near the amount actually charged us for winter <br />road and bridge maintenance and snow removal. The city is currently <br />responsible for maintenance of county Road B -P2 on both sides of the <br />bridge from Cleveland Avenue on the east to Long Lake road on the west. <br />We believe city forces can accomplish the work considerably cheaper than <br />county personnel. A summary of this data prepared by wane Schwartz, <br />Street Superintendent, is attached. <br />Accordingly, we recommend the contract be continued through the winter <br />of 1993, since the county has currently conducted several snow removal <br />operations. Following the w A me r of - 1993, the contract should be <br />canceled and the service provided by the city. We believe we can <br />provide the service more cost effectively and in a shorter time frame <br />than the county. <br />
