Council <br />action deleted Neighborhoods 52 and 53 from the group of neighborhoods <br />scheduled for construction in 1993. <br />Staff has prepared draft feasibility -reports for all of the projects to <br />be included in the recommended 1993 program. In addition, Ramseur County <br />has completed a draft feasibility report for Hamline Avenue which also <br />requires a public hearing. <br />Policy objectives: The various recommended street improvement <br />reconstruction projects are being considered as part of the city's 1993 <br />PMP, The projects are consistent with the policies originally <br />established for the PMP summarized as follows: <br />1 Roads will be reconstructed based upon pavement evaluation process <br />and reconstruction will be done by neighborhoods. <br />2e Maximum annual PMP contract expenditures will be approximately two <br />million dollars per year (not including MSA projects). <br />Petitions for street improvements will be considered alonq.with <br />projects evaluated based on pavement evaluation score. <br />4* Project costs will be assessed consistent with city assessment <br />policy. <br />5. Public hearings will be held consistent with state statute to <br />consider all PMP projects* <br />6# Ramsey county street reconstruction projects are to be constructed <br />in conjunction with the PP and require a similar process including <br />a public hearing. <br />Financial implications. These projects have major financial <br />implications for the city including the following: <br />1. Sale of approximately two million dollars of general obligation <br />bonds annually to finance the improvement costs. <br />2. Expenditure of $.5 to $1.0 million of annual MSS construction funds <br />to finance NSA roadway construction /reconstruction projects. <br />
