Owasso Boulevard* <br />DackargUnde <br />1 James Krautbauer owns an existing dwelling and beauty shop <br />use at 165 s# Owasso Boulevard. The western half of the <br />property is zoned -1 Single Family Residential and the <br />remainder of the site is zoned E -3 General Business. <br />2, Mr. Krautbauer wishes to rezone the property to R- (2 family <br />dwelling) to allow him to convert the portion of the <br />structure utilized for the beauty shop into a second dwelling <br />unit on the site. <br />3. The Comprehensive Plan indicates that the site should be <br />developed as IR low density residential. Two family <br />dwellings are consistent with this designation. <br />49 The Planning commission, on a 5 -0 -1 vote, recommended that <br />the City Council approve James rautbauer's request for <br />rezoning from B -3 and R -1 to R-2 with the condition that the <br />driveway width be brought into compliance with City codes <br />within three years.* Mr. Krautbauer has objected to bringing <br />the driveway up to code because of the commercial development <br />on adjacent sites and because of the additional expense. <br />At the November 23,, 1992 City council meeting, the Council <br />continued consideration . of this matter until January 11, <br />1993 at the applicants request. <br />Alternatives <br />16 Deny the rezoning ]used on the finding that the proposal <br />would be detrimental to the general health, safety, and <br />welfare. <br />Approve the rezoning based on the finding that the proposal <br />is consistent with the city's comprehensive plan. <br />
