M %hy "L��' � os 11 11 1 1 7.1 On December 3 , 2003 , the Roseville Planning Commission held the public hearing regarding the Badzinski variance request. No citizens addressed the Commission, but the Commission did have questions of Staff and the applicant (see attached minutes). 7.2 Member Stone asked if there were watershed issues and the City Planner indicated residential homes are not reviewed by the watershed, but this item does require the review and conment (none to date) by the Department of Natural Resources. 7.3 Member Pepper asked if Staff looked at other deep options that would not further impact the bluff, such as a 16 foot wide deck. The City Planner indicated that the staff proposed 12 foot by 12 foot deep took into consideration the neighbors (north) concerns with proximity and view disruption. 7.4 Member Bakeman asked the applicant questions regarding the home and site. 7.5 The Planning Conunission voted (6 -1) to recommend approval of a 39 foot VARIANCE to Section 1016.16A (Placement of Structures on Lots), a VARIANCE to Section 1016,101 (Additional Structure Standards for All Districts), and a 18 foot VALIANCE to Section 1016.2203 (Nonconformities) of the Roseville City Code, to allow a 12 foot; by 12 foot deck to the home at 381 Owasso Boulevard South, fused on the findings of Section 5 and conditions of Section 6 of the project report dated December 3, 2003. 8.0 SUGGESTED CITY COUNCIL ACTION: 8.1 ADOPT A RESOLUTION OLUTION granting a 39 foot VARIANCE to Section 1016 *16A (Placement of Structures on Lots) of the Roseville City Code, to allow a 12 foot by 1 foot deck on the home at 381 Owasso Boulevard South, 36 feet from the ordinary Nigh Watermark, based on the findings of Section 5 and conditions of Section 6 of the project report dated December 15, 2003. 8.2 ADOPT A RESOLUTION granting a VARLkNCE to Section 1016.101 (Additional Structure Standards for All Districts) of the Roseville City Code, to allow a 12 foot by 12 foot deck on the home at 381 Owasso Boulevard South, 12 feet from the top of bluff, based on the findings of Section 5 and conditions of Section b of the project report dated December 15, 2003 8.3 SOLUTION granting an 18 foot VARIANCE to Section 1016.22C3 (Nonconformifies) of the Roseville City Code, to allow a 12 foot by 12 foot deck on the home at 381 Owasso Boulevard South, 12 feet within the bluff �` impact zone /setback, based on the findings of Section 5 and conditions of Section 6 of the project report dated December 15, 2003.
