Special City Council Minutes --1 2104/03
DRAFT Minutes - Page 4
League Position #1:
"Increased wages for staffing and fire calls; with
staffing recommended at $10.U0 plus per hour and fire
calls recommended at $11.00 plus per hour."
Discussion included the minimal increase of $.50 per hour
that had been realized for several years, and recommended
for 2004 was not achieving Roseville's competition with
comparison communities as outlined; the League's
prioritization of this recommendation; budge constraints
within the City not allowing larger increases; and shift
hour comparisons.
City Manager nosed, for context and clarification, that the
shift staffing rate was increased for the time firefighters
were on a call -out; further noting that 2004 Budget
recommendations identified across - the -board increases of
$.50 per hour for all pay ranges within the department.
Further discussion include the average amount of time
estimated for a firefighter to be on shift and on a call and
advantages and disadvantages of increasing staff rates to
encourage firefighters to fill those shifts now difficult to
staff; numerous salary versus retention ideas; and the
number of qualified applications received and those not
considered due to compliance with the ten minute
response time requirement.
City Manager beets identified the difficult response times
between 6:00 — 9:00 a.m, and from 3:00 — 6:00 p.m. due to
part -time firefighters commuting to their full -time or
primary jobs; and making them unavailable to respond
within the ten minute rime.
