Special City Council Minutes --1 2104/03 <br />DRAFT Minutes - Page 4 <br />League Position #1: <br />"Increased wages for staffing and fire calls; with <br />staffing recommended at $10.U0 plus per hour and fire <br />calls recommended at $11.00 plus per hour." <br />Discussion included the minimal increase of $.50 per hour <br />that had been realized for several years, and recommended <br />for 2004 was not achieving Roseville's competition with <br />comparison communities as outlined; the League's <br />prioritization of this recommendation; budge constraints <br />within the City not allowing larger increases; and shift <br />hour comparisons. <br />City Manager nosed, for context and clarification, that the <br />shift staffing rate was increased for the time firefighters <br />were on a call -out; further noting that 2004 Budget <br />recommendations identified across - the -board increases of <br />$.50 per hour for all pay ranges within the department. <br />Further discussion include the average amount of time <br />estimated for a firefighter to be on shift and on a call and <br />advantages and disadvantages of increasing staff rates to <br />encourage firefighters to fill those shifts now difficult to <br />staff; numerous salary versus retention ideas; and the <br />number of qualified applications received and those not <br />considered due to compliance with the ten minute <br />response time requirement. <br />City Manager beets identified the difficult response times <br />between 6:00 — 9:00 a.m, and from 3:00 — 6:00 p.m. due to <br />part -time firefighters commuting to their full -time or <br />primary jobs; and making them unavailable to respond <br />within the ten minute rime. <br />
