Special City Council Minutes — 12/04/03 <br />DRAFT Minutes - Page 10 <br />League Position #S: <br />"The LVVV would not support a fee for service for the <br />Fire Department," <br />It was the consensus of those present that the City was not <br />interested in pursuing a fee for service. <br />League Position #9: <br />"The LWV would not support the hiring of a fire <br />prevention specialist." <br />Assistant Fire Chief O'Neill noted that this position was <br />not in the 2004 Budget, but was part of the proposed <br />Strategic Plan for the next ten (10) years of the <br />department, not yet authorized by the City Council, and <br />was only referenced in projected 2006 — 200 7 years of the <br />Strategic Plan. <br />Councilmember Maschka noted that the City's Fire <br />Inspectors currently performed several of those functions, <br />allowing for additional prevention through their <br />inspections. <br />Assistant Fire Chief O'Neill, at Mayor Kysylyczyn's <br />request, offered more accurate numbers for the regular <br />Council meeting on Monday, December S, 2003, related to <br />salary increases across the board, or in specific areas, and <br />implications for recruitment and retention. <br />Proposed Full -Time Training Position <br />Further discussion took place on the proposed training <br />position in the 2004 Budget. <br />Assistant Fire Chief O'Neill reviewed the advantages of a <br />full -time gainer (i.e., mining during shift rime, rasher than <br />having firefighters return after their shift; multiple <br />company drills ). <br />Discussion included various levels of pay for firefighters; <br />advantages of a full time trainer in training during shift <br />time; holding multiple company drills; more hands -on <br />training available in smaller groups, making the gaining <br />more efficient and effective; levels of training and number <br />
