Report and Resolution Considering an Exclusive Resolution 10166 <br />Negotiation Period until March 22, 2004 with the Considering an <br />Rottlund Company, Inc., for a Memorandum of <br />Understanding (MOU) Relating to a Master Developer <br />Agreement for the Redevelopment of the Twin Lakes <br />Redevelopment Area (PF 3543) <br />Maschka moved, Kough seconded adoption of Resolution <br />No. 10166 entitled, "A Resolution Authorizing an <br />Exclusive Negotiation Period Between the City of <br />Roseville, Minnesota and the Rottlund Company, Inc. for <br />the Twin Lakes Redevelopment Area;" approving an <br />exclusive negotiation period to agree upon a Memorandum <br />of Understanding (MOU) by March 22, 2004 relating to a <br />Contract for Private Redevelopment or Master Developer <br />Agreement. <br />O <br />Exclusive <br />Negotiation Period <br />until March 22, <br />2004 with the <br />Rottlund Company, <br />Inc., for a <br />Memorandum of <br />Understanding <br />(MOU) Relating to <br />a Master Developer <br />Agreement for the <br />Redevelopment of <br />the Twin Lakes <br />Redevelopment <br />Community Development Director Welsch reviewed the Area (PF 3543) <br />proposed timeline. <br />Al Sands, 261.2 Aldine <br />Mx. Sands reiterated his objections from the previous City <br />Council meeting; opining that it was premature to appoint <br />a Master Developer at this time; and expressed concern <br />regarding potential litigation from property owners <br />involved in condemnation proceedings. <br />Discussion among Councilmembers, staff and Mr. Sands <br />included identification of parcels involved in Tax <br />Increment District No. 11; and expansion of the original <br />area defined. <br />Further discussion included transportation components; <br />and items to be identified in the Memorandum of <br />Understanding (MOU); phasing of the development. <br />City Attorney Anderson and Development Attorney <br />Casserly concurred with the language in the MOU and the <br />Resolution as being adequate to protect City interests. <br />
