Regular City Council Minutes — 12/08/03 <br />DRAFT Minutes - Page 2 <br />Further discussion ensued related to the 2004 Budget; <br />projected savings in future years; and creation of and <br />elimination of positions from year to year. <br />City Attorney Anderson requested rephrasing of the <br />motion as follows, with the authors concurring: <br />Kysylyczyn moved, Schroeder seconded, directing staff to <br />amend the 2004 Fire Department Budget to remove the <br />$69,400 line item for wages and salaries and add a <br />$69,400 line item to the salaries /temporary; specifically <br />noting that the City Council does not approve the creation <br />of the new full -time position of Training Officer for the <br />Fire Department. <br />Roll Call <br />Ayes: Maschka, Schroeder and Kysylyczyn. <br />Nays: Kough and Klausing. <br />Budget Item: <br />6$30,000 pay increase ($.50 per hour increase across <br />the board) for employee wages and salaries. <br />Kysylyczyn moved, Maschka seconded directing the Fire <br />Department to conduct a comprehensive study for <br />firefighter pay and benefits; with the Department <br />addressing how adding afull -time Training Officer will <br />affect the management structure; and to return with this <br />study to the City Council for consideration and discussion <br />by February 2004. <br />Discussion included whether adate- specific motion was <br />necessary. <br />Kysylyczyn moved, and later withdrew a motion removing <br />$16,000 from the Fire Department Budget to be applied to <br />the deficit. <br />
