Regular City Council Minutes —11 /24/03 <br />DRAFF Minutes - Page 28 <br />were provided to taxpayers through adequately trained <br />employees. <br />City Manager Beets advised that in discussions with <br />Department Heads, it was their request that discretion be <br />allowed to the Department Heads to determine priorities <br />that applicable training needs were met for each <br />department in an effort to meet continuing professional <br />accreditation requirements in the most cost-effective <br />Mayor Kysylyczyn sought consensus for the actual <br />amount of reduction for training; recommending that an <br />amendment be included that monies were only <br />appropriated for training /conferences within afive -state <br />area. <br />Further discussion ensued regarding whether the City <br />Council was included in this reduction of training /out -of- <br />state conferences; whether the City Council should limit <br />the range of travel; and flexibility of the previously- passed <br />motion banning all out-of-state travel for staff and elected <br />officials that remained as a standing directive. <br />City Manager Beets noted one example in the Parks and <br />Recreation Department where the City was seeking <br />accreditation, and it would be advantageous for the City i f <br />the Parks and Recreation director were able to attend the <br />national conference in 2004, with the location as yet to bc <br />determined. <br />Suggested Reduction ' I Su e ted Amount <br />l ute contribution to the Rosevill $210500 - $59000 <br />
