There will be a Twin Lakes Parkway to relieve and <br />release traffic from this area to the 'Interstate system. There will be other traffic <br />improvements such as better turning lanes and traffic signals. <br />The Panel will be a responsive sounding board for the Master Developer and development turn <br />while their plans are in process, prior to formal and legal action by the City. No chair will be <br />selected; the Panel will be guided through a facilitated discussion and their thoughts, comments, <br />suggestions and concerns will be recorded. It is not the intention that the Panel will reach <br />consensus on every issue, though the facilitator will test for consensus throughout the process <br />and where consensus is found, it will be noted and reported. John Shardlow will be the <br />facilitator for the Panel, with staff' to assist as necessary. <br />consist The Panel will <br />F <br />1) the Roseville Chairs Committee (Chairs or designated representatives of the HRA and <br />Planning, Utilities, Parks, and Human lights Commissions) <br />2} Two representatives from each of four adjacent neighborhoods (Northwest/Brenner, <br />east side of Langton Lake, East of Fairview, and the James Addition. <br />3) Business and property owner representatives from within Twin Lakes and the <br />Chamber of Commerce. <br />The City" s government partners (EPA, MnP A, MnDOT, NInDNR, Metro Council, Ramsey <br />County, and the 35W om'dor Coalition) will act as resources to the Panel. <br />The first meeting (in January or February 2004) will be scheduled as an open house educational <br />session. Please note that while all of the meetings will be open to the public, they will not be <br />public hearings. The facilitator and staff` will strive to provide sufficient copies of informational <br />materials for interested members of the public who may attend.
