In most other instances where an allowance is nPt <br />provided, cities are providing city ears to certain staff. <br />With regard to the average payments for ear allowances, for City Administrators Managers the figure is <br />$456; for Department Heads the figure is $274. <br />C. Contract Information: <br />Some information hears on the legal issues. Attached is the City Manager's ernp loy n ent agreement --- <br />which was unanimously approved by the City Council in 2001. (Attachment E.) That contract <br />specifically includes a 500 ear allowance as part of the city manager's compensation package. Also <br />attached is a representative sample of the offer letter used when we hire or promote a Department Head. <br />(Attachment F.) Such offer letters for Roseville Department Heads have been used for at least 10 gears. <br />The City Attorney would have to say ghat the impact is of the City Council unilaterally changing the <br />provisions of these documents after the fact. <br />Let us know if you need additional information. <br />2 <br />
