EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City council of the City of Rosevi1le, County of Ramsey, Minnesota was duly held on the 9th day of september, 1985 at 7:30 p.m. The following members were present: Johnson, Demos, Curley, Franke, and Kehr, and the following were absent: None. Member Franke introduced the following resolution and moved its adoption: RESOLUTION 7797 POLICY GUIDELINES FOR REDEVELOPMENT PROPOSALS IN EXISTING RESIDENTIAL NEIGHBORHOODS WHEREAS, the City of Roseville has made economic development a major priority and, WHEREAS, Roseville has adopted a policy to encourage development intensity in the community and, WHEREAS, the City of Roseville has formulated a major tax increment district and organized to facilitate economic development and, WHEREAS, a significant number of redevelopment proposals are being considered in residential neighborhoods and, WHEREAS, each neighborhoods is merits, proposal unigue for redevelopment in said and must be considered on its residential individual NOW, THEREFORE, BE IT RESOLVED, that as a general guideline regarding such developments, the City hereby adopts the following policy: In cases where the proposed development has significant communitywide benefit, the City will consider comdemnation proceedings only in instances where an overwhelming number of property owners support development; and if good faith efforts are demonstrated as follows: 1. The developer meets early in the process with residents to clearly explain and discuss the proposed development. 2. The developer attempts to negotiate private agreements with each homeowner regarding a fair market price for their property and provides documentation on that negotiating process.
