<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />council of the City of Rosevi1le, County of Ramsey, Minnesota was duly <br />held on the 9th day of september, 1985 at 7:30 p.m. <br /> <br />The following members were present: Johnson, Demos, Curley, <br />Franke, and Kehr, and the following were absent: None. <br /> <br />Member Franke introduced the following resolution and moved its <br />adoption: <br /> <br />RESOLUTION 7797 <br /> <br />POLICY GUIDELINES FOR REDEVELOPMENT PROPOSALS IN EXISTING <br />RESIDENTIAL NEIGHBORHOODS <br /> <br />WHEREAS, the City of Roseville has made economic development a major <br />priority and, <br /> <br />WHEREAS, Roseville has adopted a policy to encourage development <br />intensity in the community and, <br /> <br />WHEREAS, the City of Roseville has formulated a major tax increment <br />district and organized to facilitate economic development and, <br /> <br />WHEREAS, a significant number of redevelopment proposals are being <br />considered in residential neighborhoods and, <br /> <br />WHEREAS, each <br />neighborhoods is <br />merits, <br /> <br />proposal <br />unigue <br /> <br />for redevelopment in said <br />and must be considered on its <br /> <br />residential <br />individual <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that as a general guideline regarding <br />such developments, the City hereby adopts the following policy: <br /> <br />In cases where the proposed development has significant <br />communitywide benefit, the City will consider comdemnation <br />proceedings only in instances where an overwhelming number of <br />property owners support development; and if good faith efforts <br />are demonstrated as follows: <br /> <br />1. The developer meets early in the process with residents <br />to clearly explain and discuss the proposed development. <br /> <br />2. The developer attempts to negotiate private agreements <br />with each homeowner regarding a fair market price for <br />their property and provides documentation on that <br />negotiating process. <br />
