Consider Modifying the Development Program for Development District No. 1 and the Tax Increment Financing Plan for Tax Increment Financing District No. 12 (Arona, Applewood Pointe) Community Development Director Dennis Welsch and Economic Developer Cathy Bennett advised that the purpose of this agenda was for discussion purposes only prior to the scheduled December 8, 2003, Public Hearing; and provided a brief overview, with the City's Development Attorney Jim Casserly still in the audience to field questions. Discussion items included revisions required in the Tax Increment Financing (TIF) Phan given changes in state statute requirements and the pending amounts; Arona. site proceeds and TiF generated for site development costs (i.e., ponding, pathways, roadway construction); and developer participation at thirty percent (30 %) for Phase 1, with Phase II still outstanding. Ms. Bennett advised that the flow chart would be modified to reflect the current status. IX. Organizational Business A. Consider Process for Filing Complaints Against City Employees Mayor Kysylyczyn advised that this item would be held over for discussion at a future meeting.
