Regular ■ i <br />DRAFT ® e 37 <br />City Attorney Squires reviewed the bidding requirements <br />to be followed, noting that fire trucks were bid in <br />somewhat differently due to their highly specialized <br />nature;, but assured Mayor Kysylyczyn and <br />Councilmembers that in his review of the bidding process <br />and specifications, he found the process in order. Mr. <br />Squires further noted that it was common practice for <br />municipalities to prepare specifications after an <br />investigation, or in this case personal site visit, of industry <br />features; and he had reviewed the specifications to <br />determine that they were broad enough to ensure a full and <br />fair opportunity for multiple bids, were consistent with <br />law, that advertising was consistent with bid law, and had <br />observed that specifications had been sent to at least six <br />vendors; and whether they chose to bid or not was their <br />prerogative. <br />Mayor Kysylyczyn still questioned the perception that the <br />Fire Department had only looked at one vehicle, at one <br />vendor. <br />Assistant Fire Chief Tim O'Neill was present to address <br />Mayor Kysylyczyn's concerns; noting that the <br />Department's immediate need of a replacement vehicle, <br />and having time for the typical practice of building a truck <br />from ground up, they needed to make a determination that <br />there were vendors available who could provide a truck <br />that would meet the Department's needs in a short <br />timeframe; and assured that they had adhered to <br />requirements of the bidding process. Mr. O'Neill advised <br />that the Department had attempted to provide due <br />diligence in researching appropriate specifications. <br />Further discussion included the comprehensiveness of the <br />approximate 70 pages of specifications; the Mayor's <br />discomfort with his perception of the process; the <br />Department's intent; and trade -in value of the two existing <br />units. <br />Klausing moved, Maschka seconded, acceptance of the bid <br />
