' ` . <br />Subject: Spelcal Election testimony summary <br />support a special election in all cases of long vacancies. <br />I do not support the proposition of non - elected incumbents due to long -term (over a couple <br />of months) appointments <br />No mayor should have the ability to appoint a council member. Not just in this case, but <br />any vase where a tie vote could be an outcome. We need to address that potential. It <br />comes up now because the situation is before us as a real possibility. Again, not a <br />personal vendetta against Mr. Klausing: but rather a need to address the possible <br />appearance of impropriety or illegitimacy that results from that particular provision of <br />state statute. Not many knew of the statutory language until this particular possibility <br />of its use came up. If council member Dough had been elected mayor, I would have the <br />enact same objection.
