Councilmember Maschka noted that, under any of the scenarios being discussed, an appointment would be made until the special election could be held; with City Attorney Squires confirming that observation. City Manager Beets sought clarification from City Attorney Squires on a resident's concern related to political signage during a Special Election campaign. City Attorney Squires requested time to further research City code as it corresponded and complied with stake statute and how both would apply. Carolyn Curti Mayor Kysylyczyn sought input from Ms. Curti, as the City's Election Coordinator, with Ms. Curti summarizing her comments from the staff report dated November 13, 2003, outlining historical turnouts, projected costs, timing preferences and recommendations for a Special Election, and miscellaneous comments anticipating resident comment and concern. Ms. Curti noted that time would be required to ensure that those residents heaving the area during the winter season could be properly noticed and make application for the Absentee Ballot procedure. Discussion between Ms. Curti and individual Councihnembers included her opuuon on availability of election judges for a Special Election and respective timing of such an Election. Ms. Curti was called upon by Mayor Kysylyczyn to defend her written and verbal comments and opinions rebated to quoted historical statistics and their relativity to a Special Election in Roseville; voter turnout; projected election costs; rationale for even and odd -year elections;
