Regular City Council Minutes —1 111 7/03 <br />DRAFT Minutes - Page 22 <br />Councilmember Kough clarified that he was supportive of <br />the Special Election, but saw no need for a Primary prior <br />to the Special Election. <br />Councilmember Maschka advised that he would not <br />support a Special Election without a prior Primary. <br />Mayor Kysylyczyn encouraged the public to review the <br />video tapes of the Charter Commission several years ago <br />to review his position on holding Primary Elections; and <br />had sought legal counsel from the previous City Attorney <br />a number of years ago regarding whether a candidate <br />could be asked to resign their current office prior to <br />running for another; with the City Attorney advising that <br />such a requirement would be too restrictive of candidates. <br />Mayor Kysylyczyn concurred with Councilmernber <br />Schroeder's comments, and opined that it would be unfair <br />to have an unfair stigma attached to appointees without a <br />Special Election, and spoke in favor of the motion being <br />considered. <br />Roll Call <br />Ayes: Schroeder, Kough and Kysylyczyn. <br />Nays: Maschka and Klausing. <br />Recess <br />Mayor Kysylyczyn recessed the meeting at 10:30 p.m. and <br />reconvened the meeting at 10:45 p.m. <br />
