Provide a financing mechanism through a hau i a er vIce district to
help spread the costs of improvements over a longer period of time at
lower interest rates. This method is similar to a special assessment
procedure. Nousiw IMprovelnent istricts initiated by the HRA at
the vaguest of a townhome /condo association requires rip f ront capital
to build a fund. Identified as a high priority of the HRA .
4.8 Encourage good neighbor policies between residents and between
residents and businesses to encourage adequate transition and
respect between neighbors and discourage incompatible land uses.
• Evaluate uses for the borders and 6uffers_program which was
developed to address code deficient properties where conflicts exist
between properties that could not be resoled by the properly owners
due to lack of funds and /or unwillingness. This program replaces the
long and costly court proceedings for abatement of the property.
Explore the merits of a "nei hborhood enhancement grog atrf' that
strives to promote resident participation, unity and pride in all
neighborhood blocks by taking an active role in improving the quality
of life within the City. The program would provide the framework to
engage residents in being good neighbors, contract for joint services
and improvements and provide more formal communication with the
City to reduce neighborhood decoy.
Evaluate a " Stellar* "Home Prooram that would recognize and award
homeowners for improvement to their homes and /or landscapes. The
Program would be evaluated in partnership with the Roseville Parrs &
Recreation Commission.
Consider adoption of a hgyLln" gC ser vati n code in coordination with
other communities along the I- 35W Corridor.
Work with the City's Police Dwartt enNeighborhood Watc h Pro am
to provide information about the residential inspection and code
enforcement program and provide rehabilitation information at
neighborhood meetings.
Housing Plan — 2004 Page 15 Roseville HRA
