Section 5. Benchmarking <br />To ensure that the action steps meet and achieve the HRA goals, a system <br />of review or benchmarking will be established to provide a litmus test for <br />success. <br />The benchmark grogram for the Housing Plan is reviewed by two factors. <br />1.) Comparison with similar communities <br />2.} Outcome based evaluations <br />The HRA's annual report will include a comparison of improvements, <br />renovations, programs and services with other first ring communities. The <br />comparison will also include funding levels and resources. <br />The Outcome Based Evaluation is a results oriented measurement of how the <br />various programs have made a difference in the City. This method provides <br />accountability to fenders and the community at large. In addition it provides <br />a return on the public investment and a sense that the community is getting <br />something for their money. The Outcome Based Evaluation approach helps <br />determine which programs are working, which are not and provides <br />opportunities to adjust strategies and tactics for increased effectiveness, <br />as well as direct resources to those programs with proven results. <br />Mousing Plan — 2004 Page 18 Roseville TA <br />
