The IT Business plan is strongly geared to the end user. Support calls during regular business <br />hours are answered immediately. If necessary, IT support Staff can respond in- person to <br />anywhere in Roseville within ten (10) minutes during regular business hours. IT Support Staff <br />are accustomed to provide support during non - regular business hours as well. <br />As noted above, the City's current IT Business Plan involves cooperative efforts with eight area <br />municipalities. These joint efforts rovide Roseville $100.000 annually, and are a primary <br />reason why Roseville is able to provide its current level of IT Support without property taxes. <br />The presence of a joint entity as proposed by Ramsey County could jeopardize the stability of <br />this funding source. <br />Consideration of Ramsey County's Initiative <br />In determining whether to commit IT Staff resources to participate in the proposed study, it is <br />suggested that the City consider the intended outcome. In this instance, Ramsey County" s <br />initiative is to study whether or not to create a separate entity to deliver IT services. Some <br />questions to consider include: <br />1) Is a joint entity the "best" business model to follow? Is a centralized approach superior <br />9 <br />to a decentralized approach given our environ menu. <br />2) Are other cities, primarily the larger Ramsey County suburbs interested` <br />3) How large of a governance structure is needed? <br />4) Will the level of service be greater than is currently present? For less cost's <br />The Council is advised to consider each of these issues before deciding to proceed. <br />IN <br />Staff Recommendation <br />In consideration of its mission and objectives, the City of Roseville is better positioned to pursue <br />inter-jurisdictional cooperative efforts with small and mid -sized governunents than with larger <br />govemmental entities. The City's current IT Business Plan was built on this concept, and has <br />proven tremendously successful. <br />Although Ro sevi lle's IT efforts will need to continue evolving to stay successful, Staff does not <br />believe that participating in an 18-month study to consider a joint entity is the proper path to <br />take. Given its limited resources, Staff recommends that the City forgo any commitment of IT <br />Staffing to this initiative at this tune. However, Staff is supportive of participation by elected <br />officials and /or Senior Staff to ensure continued communication of any developing opportunities <br />between various levels of government. <br />Attachments <br />El Attachment A — Resolution (as_ drafted by Ramsey County) pledging support for the <br />Ramsey County IT initiative and directing Staff to participate in the study. <br />Ll Attachment B — Resolution (as drafted bv Staffs agreeing to Monitor the Ramsey County <br />IT initiative and directing Staff to attend discussion groups as deemed warranted. <br />
