Appointment: The Council shall appoint an eligible person to fill a vacancy on the City Council as soon as is pEacticable after the vacancy occurs. The person Wmi._nted shall serve for the unexpired portion of the ,term unless a spec i t election is required hereunder or by _state_ law.. B.
