Other Issues <br />Historically the City Council has appointed someone to fill a vacancy. That process has <br />worked for more than 5 o years} why should it change now. <br />When doing research on this issue, the League of Minnesota Cities had little information. <br />Generally cities with charters may have a provision allowing for a special election, but <br />not requiring it. I looked at 12 cities in the metro area, and only Minneapolis has specific <br />language. Both Fridley and St. Paul had permissive language but did not rewire a <br />special election. <br />Some people have argued that Craig Klausing is appointing his own successor. I would <br />argue differently. The City Council appoints the person to fill the vacancy. The voters <br />gave their trust to City Council members and gage them the authority to make that <br />decision when they elected the Council members to office. Voters knew that Mr, <br />Klausing would have that responsibility, but the majority of voters obviously trust that he <br />would select a good replacement. I answered that specific question dozens of times and <br />several letters to the editor and campaign pieces discussed this very issue, so the public <br />knew what they were voting for when they Voted. <br />I must add that planning and coordinating an election is extremely time consuming and <br />stressful. I would forgo other- job responsibilities if I had to coordinate an additional <br />election. <br />Timing of the Special Election <br />If Council members feel strongly about holding a special election, I would recommend <br />hold it in conjunction with the September primary (and perhaps forgo a "primary "'). By <br />state statute the Council must appoint a replacement. That person would at the most nine <br />months before a Council Member is elected would tape over the job. If the City waited <br />until September we would be assured of a higher voter turnout and the City would not <br />incur extra costs since we will conduct the primary for state and National offices. <br />
