REQUEST FOR CITY COUNCIL ACTION <br />DATE: 11/17/03 <br />Department Approval: City Manager Approval Agenda Section: <br />TP/DPI LAND USE <br />Item Description: Request by North Heights Lutheran Church for a FINAL DEVELOPMENT <br />PLANNED UNIT DEVELOPMENT and REZONING creating a phased <br />master plan for the expanded church and school campus allowing the <br />redevelopment of the c3 st:i.ng site at 2651 & 2701 lice Street F ). <br />11,0 BACKGROUND. <br />1.1 Worth Heights Lutheran Church seeps Phase I approval of a Final Development Planned Unit <br />Development, Phase H approval of a General Concept Planned Unit Development and <br />Rezoning on their 11.4 acre church and school campus, which includes the three existing <br />buildings (two school structures and a church) at 2651 and 2701 'Rice Street. The "'Campus <br />Master Flan'} proposal would create a new 1}200 seat sanctuary and a K- school, replacing <br />the existing 400 seat sanctuary and -8 school. Phase I would include the replacing of the <br />existing K-8 school with a new three story K— school, 750 seat auditorium and 400 seat gyre, <br />83 new staff /visitor surface parking spaces and associated site improvements. Phase H would <br />include the demolition of the existing single level school and sanctuary and construction of a <br />new 1,200 seat sanctuary, supportive services, offices, classrooms, 334 surface parking spaces <br />and associated site improvements. <br />PROJECT REVIEW HISTORY <br />• Sketch Flan reviewed by Planning Commission on December 4, 200 2... <br />• Application submitted on March 7, 2003 <br />• Application determined complete on March lo, 2003 <br />60-day review deadline on May 9, 2003 <br />• Staff Review: Approval with conditions — April 2, 2003. <br />• Planning Commission Action: recommendation to approve (5 -2) wlconditions - April 29 2003. <br />• Applicant requested continuance to June 9, 2003 <br />City Council Action: Approval of Concept Plan for Phase I —,dune 9, 2003. <br />City Council action: Approval of Final Flan (Phase I) Concept Flan (Phase II) and rezoning — 11117/03. <br />2.0 SUMMARY of RECOMMENDATION: <br />2.1 Approval of the Final Development Plan and rezoning to PUD/R -1 for Phase I (three story <br />school redevelopment) and approval of the General Concept Plan and rezoning to PUD/R -1 for <br />Phase II single story school and sanctuary redevelopment). <br />3,0 SUGGESTED CTION: <br />3.1 Approval of both requests sought by North Heights Lutheran Church (see Section 8 & 9 for <br />detailed recommendations). <br />PF3 9 — RCA Final Development - 111703 Page ;III. of 8 <br />
