Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota was duly held on the 1 7th day of November 2003 at <br />7 :00 p.m. <br />The following members were present: <br />and the following were absent: <br />Member introduced the following resolution and moved its adoption: <br />I 16IR WL <br />RESOLUTION SUPPORTING MONITORING A JOINT <br />INFORMATION BENEFIT <br />RAMSEY COUNTY UNITS OF GOVERNMENT <br />WHEREAS, the use of information technology by the City has become an increasingly important <br />toot to provide high quality public services to the citizens of Roseville, and will become even <br />more critical in the future as the public familiarity with and demand for electronic government <br />services continues to increase; and <br />WHEREAS, it is in the interest of Roseville residents and business partners that local units of <br />government leverage their investments in technology, business applications, and the collection, <br />use and dissemination of data to the extent that doing so minimizes costs of developing and <br />maintaining the infrastructure and allows for the acquisition and use of technology solutions that <br />improve services and allow local govenunental units to operate more effectively; and <br />WHEREAS, The City of Roseville has developed and maintains business relationships with area <br />communities to share expertise and purchasing power in information technologies; and <br />WHEREAS, the Ramsey County Board of ` Commissioners has adopted a resolution inviting the <br />members of the Ramsey County League of Focal Governments and the City of Saint Paul to <br />participate in a joint study to assess the feasibility, opportunities, costs, and risk of developing a <br />single management and technology entity to meet the business needs of participating units of <br />govenunent; and <br />WHEREAS, This project is intended to allow elected officials, with the support of business and <br />technical staff, to assess the feasibility, opportunities and risks of jointly owning and managing <br />business i nfonnation and technology services that can meet the needs of two or more units of <br />govenunent in a cost- effective and efficient manner while retaining and/or improving quality; <br />Attachment B <br />
