Approval of September 29, 2003 Minutes Minutes of the <br />Kough moved, Klausing seconded, approval of the September 29, 2003 <br />September 29, 2003 Regular Council meeting minutes as Regular Council <br />presented. Meeting <br />Roll Call <br />Ayes: Maschka, Klausing, Kough and Schroeder. <br />Nays: None. <br />Abstentions: Kysylyczyn. <br />XIII. Other Business <br />A. Door -to -Door Solicitation Concerns and Enforcement <br />Councilmember Kough requested clarification of the <br />City's current ordinance related to door -to -door <br />solicitation, citing a citizen complaint he had received <br />regarding an aggressive door -to -door solicitor and the <br />Police Department's alleged inability to monitor those <br />solicitations. <br />City Attorney Anderson clarified the City's nuisance <br />ordinance, recent case law, and First Amendment rights of <br />door -to -door solicitors and protection of privacy versus <br />prevention of crime. Mr. Anderson opined that the City's <br />standing nuisance ordinance was adequate, but that the <br />City Council may wish to consider licensing and/or <br />registration requirements. <br />City Attorney Anderson further encouraged that property <br />owners needed to be alerted that if their property was <br />posted against solicitation and/or trespassing, violations <br />could be prosecuted under the City's nuisance ordinance. <br />By consensus, staff was directed to include public <br />education information in future communications (i.e., <br />Roseville Wrap) related to posting of signage on private <br />property to discourage solicitation. <br />B. 'four Opportunities <br />Councilmember Schroeder noted the opportunity that had <br />been extended by Ramsey County to tour the new law <br />Other Business <br />
