4.0 REVIEW of REQUEST: <br />4.1 Wally McCarthy Auto Group, through their Roseville Cadillac /Hummer dealership, has <br />requested approval of a Conditional Use Permit to amend a previously approved Special <br />Use Permit that would allow the construction of a 10,043 sq. ft. Hummer showroom — a <br />structure that replaces the existing roofed, open aired auto sales area; construction of a <br />4,800 sq. ft. service area addition on to the north side of the existing service department; <br />and a future Hummer test track adjacent the north property line. The proposal also seeks <br />approval of exterior facade improvements to the existing Cadillac showroom that comply <br />with the Roseville City Code. <br />SITE APPROVAL HISTORY: <br />It October 2, 1972, Long Cadillac received approval for rezoning from B 1 B to 133; a <br />Special Use Permit; and a parking variance for a new car and used car dealership <br />at 2325 Prior Avenue. <br />June 10, 1974, received approval for a variance pertaining to the number of pylon <br />signs (from one to two) on the premises. <br />® December 13, 1976, received approval to subdivide certain property contiguous to <br />2325 Prior Avenue. <br />December 4, 1978, received approval to rezone property directly west (1965 STH <br />36) from BIB to B3. <br />® February 10, 1987, received approval for a variance to allow an additional pylon <br />sign (three) on the premises, 2325 Prior Avenue. <br />In 1996 received a variance for front yard parking on the premises, 2325 Prior <br />Avenue. <br />4.2 The Cadillac/Hummer parcel has a Comprehensive Land Use Plan designation of "B, <br />Business and the property is zoned B -3, General Business District. <br />4.3 Section 1005.05C17 reads: "Motor Vehicle Dealers: This provision authorizes the sale of <br />new motor vehicles by a motor vehicle dealer and the sale of used motor vehicles by a <br />motor vehicle dealer but only in conjunction with sales of new motor vehicles." <br />4.4 The Community Development Department determined that the proposed improvements <br />require an amendment to the previously approved Special Use Permit. <br />PF3523 — RCA 102003 - Page 2 of 6 <br />
