D. <br />Depatment Approval: Gi =Mana r �,. jroval g da Se�ion: <br />1 PT� CONSENT <br />/tern Description: Halloween Bon -fire Permit request from: <br />B -Dale Club, X100 North Dale Street <br />1.0 Background: <br />1.1 The B -bale club has subrrritted their annual letter of request for a burn permit on <br />Halloween, October 31, 2003. <br />1.2 The Roseville Fire Marshal has reviewed the request for a burn permit for the bon fire at <br />the B -Dale Club, 2100 forth Dale Street for the requested date and tine. Application is <br />made for October 31, 2003 beginning at 6:00 p.m. through 12:00 moon, November 1, <br />2003. <br />1.3 The Roseville City Code, Section 404.02 (Open Burning), Subdivision D (Institutional <br />Recreation Burning Permits), states: <br />iOIThe City Council, after review by the Fire Chief and/or Fire Marshal may issue <br />institutional recreation burning pernYits for schools, social clubs and other organizations, <br />in situations where unique circumstances preclude the ability of the institution to meet the <br />standards of the Code. Conditions may be attached to the permit." <br />2.0 Staff Recommendations: <br />The Roseville Fire Marshal recommends that the City Council directs Staff to issue the <br />requested burn permit for the Bon -fire at B -Dale Club, 2100 Nord Dale Street, pursuant <br />to Roseville City Code Section 404.02, for October 31, 2003 from 6:00 p.m. to 12:00 <br />noon on November 1, 2003 with the following conditions: <br />a. The only materials to be burned are natural vegetative materials, no larger than 1 <br />inches in diameter. <br />b. No upholstered fiu-niture to be placed upon the pile. <br />c. File diameter not to exceed thirty (30) feet. <br />d. wind speed at time of lighting fire, as measured at the National weather Service, <br />952 - 361 -6708, shall not be in excess of ten (10) mph. <br />e. Unless there is an emergency, Roseville Fire Dispatch is not to be contacted other <br />than to inform them of the fue being ignited. <br />f. The fire shall not be allowed to smolder at any time. <br />g. The fire and any embers shall be doused and completer extinguished by 12:00 <br />noon, November 1, 2003. <br />h. No later than two business days before the proposed ]urn, the pennittee shall <br />designate in writing to the Fire Marshall the name and phone number of the <br />permittee's responsible party who shall at all times during the burn be on -site, <br />
