Plannine File 3524: Request by bequest by Speedway SuperArnerica for a <br />4 CONDITIONAL USE PERMIT in accordance with Section 1005.041 17 and <br />5 1013.01D (Conditional Use Permits) of the Roseville City Code at 2172 <br />6 Lexington Avenue* <br />7 <br />Chairman Mulder opened the hearing and requested City planning Thomas Paschke to present <br />9 verbal summary of the staff report dated October 1, 2003. <br />10 <br />11 City Planner Paschke explained that SuperAmerica, 2 172 Lexington Avenue, is applying for a <br />12 CONDITIONAL USE PERMIT its accordance with Section 1005.050 19 and 1013.01 <br />13 (Conditional Use Permits) of the Roseville City Code to allow off -sale liquor sates in a 1,600 sq. <br />14 ft. portion of the convenience store with a separate entry, <br />15 <br />16 A separate liquor license approval is also required and is decided upon by the City Council. Super <br />17 America will need to meet the requirements of Section 302.13 Off Sale License Regulations of <br />18 the Roseville City Code.) <br />19 <br />20 Thomas Paschke noted there will be no significant additional impact from the retail use of the <br />1 site. <br />2 <br />3 Chairman Mulder asked for criteria of CUP and whether it is the same for all retail activities. (yes) <br />4 <br />5 Member Traynor said he has concern regarding definition of `base'} and separating this from other <br />retail uses. Thomas Paschke explained impacts are different in Shopping Center vs B3 zone. <br />27 <br />8 Member B akeman asked i f liquor 1 icenses are issued elsewhere ado aeent or across from the park. <br />29 (no regulations) <br />30 <br />1 Member Stone asked what impact additional traffic would have and how much added traffic <br />32 would occur. She asked if there are public facilities /services — which will be discussed by the <br />33 Council and how many ofd" -site liquor licenses are allowed in Roseville. Member Stone asked if <br />34 the general health, wealth, safety can be evaluated. Thomas Paschke said there may be more <br />35 occurrences in parks but this is difficult to measure, <br />3 <br />37 Member Traynor said there needs to be some criteria or evidence to determine whether the use <br />3$ should be approved as a CUP. <br />39 <br />40 Brian Laferty, Super Arnedca, asked for approval of the Conditional Use. The existing facility is <br />41 8,500 s. f , much too large for a standard convenience store. The use is viable for this site. Beer is <br />42 now sold in the convenience store. Super America does not have other such sites in Minnesota, <br />43 but does have in other states. <br />44 <br />45 Member leper asked if liquor store customers will use up the gas pump parking spaces (511 total <br />46 parking spaces on this site). <br />47 <br />48 There will be no inside entrance to the liquor stare from the convenience stare. <br />50 Member Stone asked haw traffic movement will be changed on the site to accommodate <br />51 additional trips per day. (Traffic will be managed. Employer must park in least used spaces east <br />
