Regular City Council Minutes — 9/15/03 <br />DRAFT Minutes - Page <br />City Manager Beets requested clarification from Mayor <br />Kysylyczyn and Councilmember Schroeder on what the <br />reduction represented; with Councilmember Schroeder <br />confirming that the reduction represented the operating <br />expenses of the newly- constructed Public Safety and <br />Public Works facilities. <br />Councilmember Kough sought clarification from staff as <br />to why funds were being budgeted in. 2004 for a building <br />not yet completed. <br />Finance Director Miller advised that staff had <br />recommended the including funds in the 2004 budget that <br />represented the incremental cost of occupying additional <br />facilities for that period of time during 2004; with staff <br />anticipating that the buildings would be operational <br />sometime during the summer of 2004, with $107,400 in <br />anticipated maintenance costs. <br />Mayor Kysylyczyn questioned the need to adopt and <br />subsequently submit the 2004 Preliminary Budget <br />resolution to Ramsey County. <br />City Attorney Squires responded that, while adoption may <br />be option to perception, it was state law, and was being <br />followed by staff in their submission of appropriate <br />documents, pending City Council adoption. <br />Schroeder moved withdrawal, and Kysylycz}m` seconded, <br />withdrawal of his original motion. <br />Kysylyczyn moved, Schroeder seconded, adoption of a <br />resolution entitled, "Resolution Adopting the Preliminary <br />2004 Annual Budget for the City of Roseville," in the <br />amount of $35,172,120, minus the $107,120. <br />Councilmember Klausing reiterated his willingness to <br />compromise and concur with a 2004 zero percent levy <br />increase, but opined that he was feeling "ambushed" in <br />the face of this new proposed Preliminary 2004 Budget, <br />particularly given the time remaining for adoption. <br />
