City Manager's Recommendations Regarding City Use of the Proceeds from the Arona <br />Project and the Amount of are H RA Tax Levy <br />It is a spectacular first project for our HRA. And it is consistent with the <br />principle of using Arona TIF proceeds to support development consistent <br />with the City's and the HRA's goals within the Arona 'TIF district. <br />C. Yse the Arona Land Sale Proceeds Lor a Roseville ommu <br />Cantu-. <br />Unlike the Arona TIF proceeds, the Arona land sale proceeds can be used <br />for many purposes. I recommend they be dedicated to a Roseville Com- <br />munity Center. <br />Use the Money to Support a Roseville Community Center. Discus - <br />sion about a Roseville Community Center has gone on for almost 20 <br />years. Meanwhile, neighboring cities our size - Maplewood, New Brigh- <br />ton., and Shoreview -- have built wonderful, attractive, full - featured com- <br />m ur ft centers. any Roseville residents - young and old - will benefit <br />greatly from a Roseville Community Center. It is time. It is past time. <br />Now, with the proceeds from the sale of the Arona property, we have a <br />rare opportunity to use a substantial sum of money as a down payment <br />. nl <br />on that Community center. <br />The $1.3 million could be used in a number of was to hel p p a develop Roseville Community Center. one, it could be used to buy land for the <br />Community Center, if necessary. Even if we don't need to buy land for a <br />Community center, the $1.3 million could be used to help reduce the <br />amount of bonds needed to build such a facility. Fewer bonds mean loss <br />interest for the City to pay, which means smaller taxes on our residents <br />to support those bonds. with the $1.3 million from. �irona, we could a . p <br />cash for land or for a portion of the construction cost. <br />Another idea is to set aside the $1.3 to pay for Comm-'unity Center oper- <br />ating costs. As the Council has seen from the construction of our new <br />Police Station and improving our public Works Maintenance Facility, de- <br />sign and construction costs are a major part of the cost we bear for such <br />building projects. But an even larger amount of money is spent over time <br />to operate such facilities. <br />The $1.3 million would be a good start at funding the operation of the <br />Roseville Community Center. We certainly want to pace Community <br />Center services and activities to help pay Community center operating <br />costs. But, if we dedicate the $1.3 million to assist in paying operating <br />costs, then during start up of the Community Center when we incur <br />5 <br />
