As the Council has seen from the construction of our new Police Station and improving our public Works Maintenance Facility, de- sign and construction costs are a major part of the cost we bear for such building projects. But an even larger amount of money is spent over time to operate such facilities. The $1.3 million would be a good start at funding the operation of the Roseville Community Center. We certainly want to pace Community Center services and activities to help pay Community center operating costs. But, if we dedicate the $1.3 million to assist in paying operating costs, then during start up of the Community Center when we incur 5
