City Manager's Recommendations Regarding City Use of the Proceeds from the Arena <br />Project and the Arno u nt of an HRA Tax Levy <br />Roseville is blessed with a healthy business community. We have lots of <br />retail, industry, and small businesses. We could use more office devel- <br />opment in Roseville, especially corporate offices, but we still have a. <br />commercial sector that is the envy of most cities our size. our economic <br />development efforts require ors -going attention, but not immediate prior- <br />ity attention. <br />Similarly, With the construction of Apple o od Pointe, the City council <br />has already substantially increased affordable dousing opportunities in <br />Roseville - especially for our senior citizens. The City Council has done a <br />great deal recently for housing in Roseville and, through the H A the <br />Council established, evert more will be done to improve Roseville dousing <br />in the future. <br />A Roseville Community Center is a long - standing community need. <br />On the other hand, creating a Community Center is a long-standing <br />community need that has not been fulfilled. And that need won't be ful- <br />filled without strong, decisive Council action. <br />The absence of a Community Center is a major hole in our community <br />fabric. We need a community center, in nay opinion, more than we need <br />more retail shops or other commercial development in Roseville, and <br />more than we need more housing. <br />A first -rate Roseville Community Center will do more for our residents <br />than anything else the Council might support with the $1.3 million in <br />Arona land sale proceeds. A variety of art, recreation and leisure activi- <br />ties will provide healthy opportunities for everyone in our community, <br />young and old. It will serve as our community gathering place. It will <br />help make our city a community. <br />Based on nay experience, a Roseville Community Center will also signifi- <br />cantly improve our ability as a city to compete for and attract more hous- <br />ing, attract more families with children, and to create the bind of overall <br />quality of life that helps attract corporate office development. Persons <br />looking to locate or expand corporate offices are often looking for a home <br />for themselves and their employees. When you consider making a city <br />your business borne or your personal home, you evaluate the overall <br />quality of life in that city. Building a Roseville Community Center is the <br />most important thing we could do right now to improve F oseville's quality <br />of life. <br />
