The Stanton v group consists of a benchmark group of comparable sized cities to <br />Roseville. There are 25 metro area cities in this group. According to comparable Stanton <br />municipalities, the wage increase for union and non -union groups averages <br />approximately 3% for 2003. Staff surveyed 62 communities to gather this data. Based <br />upon the comparable data the proposed 2003 compensation adjustment for City of <br />Roseville employees that fall in these five groups will be 3%. The City Council <br />authorized a 2003 3% wage adjustment for non -union city staff as well as the 49er <br />bargaining unit. A 2003 3% cost of living adjustment was also authorized in the 2002 <br />budgeting process for the 2003 calendar gear. <br />Description of Proposed Aereement <br />The proposed agreement includes the following: <br />1. The contract tenn to be for the two gears from 111103 — 1 2131103. <br />2. wages will increase 3% for 2003, effective 111103, as discussed above. <br />Supporting documentation from the staff survey is enclosed for your <br />convenient reference <br />3. for the City contribution for insurance the language is as follows. The <br />EMPLOYBR will contribute up to a maximum of five -hundred twenty <br />dollars and sixty -eight cents (520.68) per month per employee for Calendar <br />2003, or the same amount which it contributes for all other City employees, <br />whichever amount is greater. <br />4. The annual uniform allowance will go from $580 to 656 effective 111/03. <br />Wages will not be reduced to incorporate this program for current incumbents, <br />rather they will at implementation be held to the system that will reflect the <br />host situation for then until incumbent reached top pay. Any new incumbent <br />after 1/1/03 will be brought in under the new step plan. <br />6. Compensatory accrual maximums will increase from 50 to 60 hours as of <br />111103. <br />2 <br />
