WHEREAS, Section 1005.07 of the Roseville Zoning Code establishes the Community <br /> Mixed-Use (CMU) District; and <br /> WHEREAS, Section 1005.07 B provides for the creation of a Regulating Map and <br /> Standards establishing development parameters within the District that replace the Twin Lakes <br /> Urban Design Principles; and <br /> WHEREAS, the Twin Lakes Sub-Area 1 Regulating Map and Standards ("Regulating <br /> Plan") have been prepared for Sub-Area 1 of the Twin Lakes Redevelopment Area; and <br /> WHEREAS,the Planning Division held a neighborhood meeting on May 25, 2011 to <br /> elicit citizen input into the shaping of the Regulating Plan; and <br /> WHEREAS, on May 25, June 15, and July 5, 2011, the Planning Division and the project <br /> consultant met with property owners within Sub Area-1 to seek comments and input on the <br /> proposed Regulating Plan; and <br /> WHEREAS, Public Hearings regarding the Regulating Plan, and amendment to Section <br /> 1005.07 of the Roseville City Code ("amendments") were held on June 15 and July 3, 2011, at <br /> which meeting: <br /> a) the City Planner and Planning Division's consultant presented to the <br /> Commissioners and the public the proposed Regulating Plan and amendments, <br /> b) members of the public provided testimony and comment on the Regulating <br /> Plan and amendments, <br /> c) comments from property owners of property within the Twin Lakes Area were <br /> received and considered, <br /> d) correspondence from attorneys for property owners were received and <br /> considered, <br /> e) staff reports and documents containing various possible modifications to the <br /> Regulating Plan and amendments,and other background information <br /> pertaining to the Regulating Plan and amendments was received and <br /> considered, and <br /> f) deliberations pertaining to the testimony, correspondence, documents and <br /> other information were conducted by the Commissioners; <br /> and <br /> WHEREAS, on July 3, 2011, the Planning Commission recommended approval of the <br /> Regulating Plan and amendments as presented by the Planning Division and it consultant by a <br /> vote of 4 in favor 1 opposed; and <br /> WHEREAS, following the Planning Commission Meeting, the City received additional <br /> documents, reports, correspondence and other evidence from interested parties pertaining to the <br /> Regulating Plan and amendments, all of which is included in the record on this matter and <br /> incorporated herein by reference; and <br />
