With the exception of advice intended to ensure that there can he no claims of <br />inappropriate or improper conduct occurring during the Council's consideration of <br />reimbursement issues relating to the Mayor's criminal defense costs, we have attempted to <br />refrain from rendering any opinion on the ultimate decisions that need to he made by the <br />Council. We acknowledge that there may he other issues or questions that Council Members <br />have, We have analyzed and looked at ghat we anticipate could be other questions that might. <br />arise, which we believe are tangential to the main questions and analyses dealt with in this <br />letter.
