Some time ago, at the end of a Council meeting, the item carne up and I <br />was given instructions to prepare a memorandum discussing issues that we saw associated with <br />such reimbursement. Since that time we have received specific questions from Councilman <br />Schroeder relating to this issue and City Code Ch. 105. <br />
