E. <br />Organizational Business <br />Arona Land Sale Pmceeds <br />]Keffw" MAT��C,� <br />recommend three things: <br />One, I recommend City Council use the TIF increment from Arona to pay <br />the city's development costs for the Arona Project. <br />Two, I recommend the Council adopt a motion or resolution dedicating <br />the $1.3 million in Arona land sales proceeds to help acquire land fora or <br />to help build, or to help operate a Roseville community center. <br />Three, I recommend that the Council approve a $200,000 H RA tax levy <br />for 2004, not the $490,000 tax levy requested by the HRA . <br />A. Use the Aroma TIF _Increment -for Arona DevetDpment Cow. <br />To begin with, the city is bearing some of the development costs for Ap- <br />pleood Pointe on the Arona property. City costs include construction of <br />some portion of the public trail system, sto rrn ater ponding, and the <br />Terrace Drive street extension. <br />The TIF laws were created to help cities pay for such development costs. <br />We should avoid TIF controversies where we can. So I recommend the <br />Arona TIF increment be used to pay for the city's Arona development <br />costs. <br />B. Other- Possible _ Uses for the TIP Incr-entent. <br />The TIF increment could be used for purposes unrelated to the Arona <br />Applewood Pointe project - such as to help finance the Tin Lakes Park- <br />way or to provide other Tin hales development incentives. <br />Though I support the Twin bakes Parkway, I believe any use of the <br />Arona TIF District money for something unrelated to the Apple wood <br />
