City Manager's Recommendations Regarding City Use of the Proceeds from the Arona Project and the Amount of an HRA Tax Leery Roseville is blessed with a healthy business community. We have lots of retail, industry, and small businesses. we could use more office devel- opment in Roseville, especially corporate offices, but we still have a commercial sector that is the envy of most cities our size. our economic development efforts rewire on -going attention, but not immediate prior - it y attention. Similarly, with the construction of Applewood Pointe # the City Council has already substantially increased affordable housing opportunities in Roseville - especially for our senior citizens. The city Council has done a great deal recently for housing in Roseville and, through the HPA the Council established, even more will be dome to improve Roseville housing in the future. A RoseviUe Community Center is a long- standing community need. On the other hand, creating a Community Center is a long-standing community need that has not been fulfilled. And that need won't be ful- filled ,without strong, decisive Council action. The absence of a Community Center is a major hole in our community fabric. we need a community center, in my opinion, more than we need more retail shops or other commercial development in Roseville, and more than we need more housing. A first -rate Roseville Community Center will do more for our residents than anything else the Council might support with the $1.3 million in Arona land sale proceeds. A variety of art, recreation and leisure activi- ties will provide healthy opportunities for everyone in our community, young and old. It will serve as our community gathering place. It will help make our city a community. Based on nay a perienc e, a Roseville Community Center will also signifi- cantly improve our ability as a city to compete for and attract more hous- ing, attract more families with children, and to create the kind of overall quality of life that helps attract corporate office development. Persons looking to locate or expand corporate offices are often looking for a hone for themselves and their employees. when you consider making a city your business borne or your personal home, you evaluate the overall quality of life ire that city. Building a Roseville Community Center is the most important thing we could do right now to improve rho seville's quality. of life. rX
