By all accounts, the former Roseville Activity cen- ter was very successful despite operating out of a dilapidated elementary school on a parcel of lard that is largely hidden from view. It was alive with people and activity. Think what our Parts and recreation Depart - ment could do with a decent Community Center, whose operation was adequately funded, at a location that makes it the centerpiece of our communiV! Plug the trap in our operating Budiet? Finally, the $1.3 million in Arona land sale proceeds could be used to plug the gap in our city budget that was created by the loss of state funding. I would be de- lighted if the state chooses to fund Roseville city government again in 2005 and if the Council chooses in the meantime to plug the huge hole in our budget with these one - time Arona land sale funds. But, as I stated in my budget recommendations, I don't thinly state fund- ing will return to Roseville in any sizeable amount. All signs point the opposite direction. Therefore, rather than spend away this $1.3 million in one -time funds from the sale of the Arona property on a couple of years of city operating costs -- that just delays inevitable cutbacks -- letys try to ma ' mize the value from this rare opportunity. Let's dedicate the $1.3 million to a Roseville Community Center, * recommend $200,000 HRA Legy, not the Maximum $490,000 as Reauested by the HRA. e HRA Board vote& -1 in favor o recommen ghat council approve a maximum $490,000 HRA levy for 2004. I recommend a $200,000 HRA levy for several reasons. First, 2004 is an especially tough budget year for Roseville and its residents. The city's taxpayers are already absorbing a large increase in local taxes to support our Police and Public warps Building Project. Accordingly, the HRA levy should be as small as possible to minimize the overall impact on o se- ville taxpayers.
