Building officials estimate that many of the existing units are older with deferred maintenance and would not <br />meet life /safety and city code standards. <br />Develop an Apartment Improvement 8Tgram that provides innovative <br />funding program to rental property owners to make necessary <br />improvements to aging complexes. Reserve the Local bevelopment <br />Corporation and other CDBG based funds for the support of the <br />program. Identified as a high priority by the HRA. <br />Support and market the use of the State Rental Rehabilitation Loan <br />Pra ram which provides low interest, 15 -year loin for a maximum of <br />$Z0,000 per unit or $100,000 per structure funded by Minnesota <br />Housing Finance Agency and administered by the North Metro <br />HousingResource Center. <br />4.7 Evaluate the establishment of Housing Improvement Districts to <br />address ownership multi family improvements - (Town home and <br />Condo) <br />Work with the townhames and condominiums in Roseville that were <br />built in the 1970's and are Aging. These units are one of the most <br />affordable housing types in the community. The initial findings of the <br />multi - family study indicate that those units include a majority of <br />people over the age of 55.
