Section 5. Benchmarking
To ensure that the action steps meet and achieve the HRA goals, a system
of review or benchmarking will be established to provide a litmus test for
success.
The benchmark program for the Housing Plan is reviewed by two factors.
1.) Comparison with similar communities
2.} Outcome based evaluations
The HRA annual report will include a comparison of improvements,
renovations, programs and services with other first ring communities. The
comparison will also include funding levels and resources.
The Outcome Based Evaluation is a results oriented measurement of how the
various programs have made a difference in the City. This method provides
accountability to finders and the community at large. In addition it provides
a return on the public investment and n sense that the community is getting
something for their money. The Outcome Based Evaluation approach helps
determine which programs are working, which are not and provides
opportunities to adjust stra tegies and tactics for increased effectiveness,
as well as direct resources to those programs with proven results.
Housing Plan - 2004 Page IS Roseville HP
