j <br />Date: 8/1 8/2003 <br />Item Igo: IX. <br />Department A proval: Manager Approved: Agenda Section: <br />-neo &tt <br />Organizational Business <br />Item Description: Clarification on the Policy to Prohibit City -Paid Out-of-State Conferences <br />Background <br />At the August 11, 2003 meeting, the City Council approved a new policy that would prohibit <br />City -paid out-of-state conferences for elected officials and staff'. It was understood that the new <br />policy applied to all conferences for the duration for 2003 and 2004. A clarification is needed to <br />determine whether the Council intended to include those conferences for which staff has already <br />scheduled and for which costs have already been incurred, <br />The Chief of police and Public Works Director have paid for conference registration and hooked <br />flights for conferences corning up in the next month. To forgo these conferences, $1,500 in non- <br />refundable tax monies will he forfeited. <br />Council Action Requested <br />Staff is seeking direction as to whether the prohibition of City -paid out -of- -state conferences <br />applies to those conferences that were registered for prior to the Council's recent action. <br />
