recommend three things:
One, I recommend City Council use the TIF increment from Arona to pay
the City's development casts for the Arona project.
Two, I recommend the Council adopt a motion or resolution dedicating
the 1. 3 million in Arona land sales proceeds to help acquire land far, or
to help build, or to help operate a Roseville ommurnit)r Center.
Three, I recommend that the Council approve a $200,000 H A tax levy
for 2004, not the $490,000 tax levy requested by the H A.
A. Use the Arona TIF Increment, `or Arona DevejQpment Costst
To begin with, the City is bearing some of the development costs for Ap-
ple ood Pointe on the Arena property. City assts include construction of
some portion of the public trail system, stormwater pondirng, and the
Terrace Drive street extension.
The TIF laws were created to help cities pay for such development oasts.
We should avoid TIF controversies where we can. So I recommend the
Arona TIP increment be used to pay for the City's Arena development
casts.
B. Other Possible Uses or the TIF Increment,
The TIF increment could be used for purposes unrelated to the Arena
Apple wood Pointe project - such as to help finance the 'win Lakes Park -
ay or to provide other Twin Lakes development incentives.
Though I support the Twin Lakes Parkway, I believe any use of the
Arena TIF District money for something unrelated to the Applcood
