Regular City Council Minutes — 08/04/03 <br />DRAFT Minutes - Page 6 <br />personnel services, supplies and materials. <br />Councilmember Klausing sought farther clarification <br />regarding providing training during scheduled shifts; and <br />rationale for hiring afull -time training officer. <br />Chief Gasaway responded that, due to the time and <br />complexity of the training required for the Fire <br />Department, as well as other departments of the City, there <br />were a number of hours of preparation required; fourteen <br />(14) shifts per week in the Fire Department requiring <br />training; and a need for consistent and dedicated training. <br />Chief Gasaway opined that this was continuing the <br />department's mandate to improve time management and <br />call response time. <br />Councilmember Klausing requested time to meet with <br />Chief Gasaway individually and outside the meting <br />context to further discuss the training concept and <br />rationale. <br />Chief Gasaway provided a visual detailing the time <br />dedication and net costs for the proposed training officer <br />as it related to the full -time position. <br />Further discussion included those training items under <br />internal control and those utilizing outside contractors or <br />agencies. <br />Mayor Kysylyczyn addressed the approximate ninety <br />percent (90 %) use by the Fire Department for the training <br />officer, answering his previous concern regarding whether <br />the position should be a direct report to the Fire Chief or <br />the City Administrator. <br />Councilmember Schroeder opined that the use of Fire <br />Department -based EMT First Responders would cost <br />additional funds in the department's budget. <br />Chief Gasaway responded affirmatively, noting that the <br />budget was reduced in ocher areas to incorporate this <br />
