Regular , y 08/04/03 <br />DRAFT Minutes - Page 14 <br />developers for proposed redevelopment of the Target <br />Retail Store and Department of Education sites in the <br />southwest quadrant of Highway 36 and Snelling Avenue. <br />Mr. Welsch introduced Ms. Joan Ahrens, Senior Real <br />Estate Manager for Target Corporation for the local and <br />Chicago markets; and Mr. Steve Wellington of Wellington <br />Management, who would present their conceptual plans to <br />improve, replace or redevelop their retail and office <br />quadrant, and discuss with Councilmembers what role the <br />City anticipated playing in the project beyond the typical <br />Planned Unit Development (PUD) process. <br />Mr. Welsch recognized several significant issues for <br />Council consideration including, traffic and alignment <br />implications at the County Road B and Snelling <br />intersection; how to improve the stormwater management <br />system between the Wellington Management property and <br />Zimmerman Pond, which consists of a major pipe; and the <br />opportunity presented with this proposed redevelopment <br />for the community. Mr. Welsch identified several related <br />to infrastructure:, vacation of unnecessary right -of -way and <br />returning them to the private sector; removal or relocation <br />of older buildings; creation of more jobs; expansion of the <br />tax base; and improvement of the quality of the <br />environment. <br />
