Regular City Council Minutes — 08/04/03 <br />DRAFIr Minutes - Page 17 <br />by the State of Minnesota; and expressed enthusiasm for <br />the proposed project and opportunity for redevelopment, <br />as well as resolving outstanding issues in the area related <br />to traffic congestion and flow. <br />Further discussion included ponding issues on site and <br />ensuing cooperation of the Rice Creek Watershed District; <br />realignment of streets; State Aid identified streets; <br />cooperation and consideration of Ramsey County to the <br />project and their involvement in preliminary discussions; <br />realignment of islands and tuxn movements; and <br />semaphore at HarMar and utilizing it more effectively for <br />traffic management. <br />Mayor Kysylyczyn concurred with those comments and <br />concerns of Councilmembers; clarified street load ratings <br />for area streets with Mr. Welsch; supported enforcement <br />of nuisance ordinances related to vehicle noise as required; <br />and supported the drafting of a Memorandum of <br />Understanding (MOU) to begin to identify certain areas of <br />responsibility and required action. <br />Kysylyczyn moved, Schroeder seconded, directing staff to <br />draft a Memorandum of Understanding (MOU) regarding <br />this proposed development for Council review at a future <br />meeting. <br />Mr. Welsch accepted the Council direction in drafting the <br />MOU and identified the proposed substance, without <br />specific; stating that the MOU being brought before the <br />Council prior to moving forward with the Public Hearing <br />process for land use. Mr. Welsch advised that staff would <br />await Council direction for the final MOU, following their <br />review of the draft MOU, and reminded Councilmembers <br />that the MOU served as anon- binding agreement and was <br />subject to revision, simply serving as a guideline for all <br />parties. <br />Councihnember Klausing requested adequate time to <br />review and digest the document prior to making a bench <br />decision. <br />
