City Manager's Recommendations Regarding City Use of the Proceeds from the Arona <br />Project and the Amount of an HRA Tax Larry <br />Let's not forget, too, that for 10 years the Arona site was hone to rho se- <br />ville's Activity center. By all accounts, the former Roseville Activity Cen- <br />ter was very successful despite operating out of a dilapidated elementary <br />school on a parcel of land that is largely hidden from view. It was alive <br />with people and activity. Think what our Parrs and recreation Depart - <br />ment could do with a decent Community Center, whose operation was <br />adequately funded, at a location that makes it the centerpiece of our <br />community! <br />Plug the Gap in Our Operating Budget? Finally, the $1.3 million in <br />Arona land sale proceeds could be used to plug the gap in our city <br />budget that was created by the loss of state funding. I would be de- <br />lighted if the state chooses to fund Roseville city government again in <br />005 and if the council chooses in the meantime to plug the huge hole <br />in our budget with these one -tune Arona land sale funds. <br />But, as I stated in my budget recommendations, I don't thinly state fund- <br />ing will return to Roseville in any sizeable amount. All signs point the <br />opposite direction. <br />Therefore, rather than spend away this $1.3 million in one -time funds <br />from the sale of the Arona property on a couple of years of city operating <br />costs -- that just delays inevitable cutbacks -- let's try to maximize the <br />value from this rare opportunity. Let's dedicate the $1.3 million to a <br />Roseville community center. <br />E. Z recommend a $200,000 HRA LeMb not the Maximum $490,000 <br />Leg as Rgquested by the BRA. - <br />The HRA Board voted -1 in favor of recommending that the city council <br />approve a maximum $490,000 HRA levy for 2004. <br />I recommend a $200,000 HRA levy for several reasons. First, 2004 is an <br />especially tough budget year for Roseville and ®s residents. The City's <br />taxpayers are already absorbing a large increase in local taxes to support <br />our police and Public Works Building Project. Accordingly, the HRA levy <br />should be as small as possible to minimize the overall impact on Rose- <br />ville taxpayers. <br />Second, the -year historical average of city expenditures for housing <br />programs is about $340,000. When a $200,000 HRA levy is added to the <br />cash and grants that the city council has already transferred to the <br />FA <br />
