Such summan"es are usually less than one
page long. They must he reviewed by the City Attomey and City Council to determine
that the document is a fair and accurate description of the ordinance, In order to publish
summaries, a 415 vote of the Council is necessary.
1.2 Why publish summaries? If this procedure is approved by the Council, staff` will prepare a
summary of each ordinance at the same time as the final reading. The Council would then
review the summary, and by resolution or motion, accept the summary as fair and
accurate and direct the City Manager to print the summary in lieu of the entire ordinance.
1.4 Attached are examples o f the Council Resolution format and the Summary of Ordinance
format. Dater in the August 11 h agenda, approval of four ordinance summaries is
requested.
2.0 SUGGESTED COUNCIL ACTIONS:
By motion, approve the use of ordinance summaries and direct the City Manager to
establish a procedure to implement the use of summaries for each ordinance which
covers more than one 8 V21 x 11 1 page, where appropriate.
Deport prepared by: Dennis Welsch, Com.Development Director (651-490-2232)
Attachment: Examples of: 1 ) su=ary and 2) resolution to adopt a summary
\\VictaiaT ev\ZQning Code & Ordinances\Ordinancesumnury\RCA ummary pracedure(081103)doc
III
