escalators, heated canopies and accesses and all fixtures, <br />furniture, s i gns , equ'!Lpment " facilities, services , and <br />appurtenances which in the judgment of the governing body of the <br />city will enhance the movement, safety, security, convenience, <br />and enjoyment of pedestrians and benefit the city and adjoining <br />properties. The use of a public street or public right -of -way <br />for pedestrian skyway travel only constitutes a public use and <br />shall not require a vacation of the street or right-of-way. <br />Subd. 5. Special lighting systems. "Special lighting <br />systems" means lights or light displays of any type located <br />within or without the public right -of -way. <br />subd . 6. parking structure. "Parking structure ll <br />means any building the principal use of which is designed for <br />and intended for parking of motor vehicles or any parking lot <br />subd. i. Maintenance and operation. "Maintenance and <br />operation" means all activities necessary to maintain facilities <br />after they have been developed and all activities necessary to <br />operate the facilities including informational and educational <br />programs, and safety and surveillance activities,,,,, <br />Subd. 8. Governing body. "Governing body" means the <br />city council. <br />Subd. 9 , Development district. A "development <br />district" is an area within the corporate limits of a city which <br />has been so designated and separately numbered by the governing <br />body. <br />HIST; 1987 c 291 s 125 <br />= =469.125 <br />465.126 Authority granted. <br />Subdivision 1. Designation of districts. A city may <br />designate developnnent districts within the boundaries of the <br />city. Before designating a district, the city must consult with <br />its planning agency or department and must hold a public hearing <br />on the designation. Notice of the hearing must be published in <br />the official newspaper of the city or, if there is no official <br />newspaper, in a newspaper of general distribution in the city. <br />The city shall also provide for relocation pursuant to section <br />465.133 and consult with the advisory board created by section <br />469.132 before making this designation* <br />Subd. 2. Powers. Within these districts the city may: <br />(1) adopt a development program consistent with which the <br />city may acquire, construct, reconstruct, improve, alter, <br />extend., operate, maintain, or promote developments aimed at <br />improving the physical facilities, quality of life, and quality <br />of transportation; <br />(2) acquire land or easements through negotiation or <br />through powers of eminent domain; <br />
